Can I ask for a draft when there isn't one?

Yes. Choose “Draft a reply” and Herrald writes one for you to edit, even where your rules say not to draft ahead.

If it thinks a good answer needs facts it wasn't given, it still writes its best attempt without inventing anything and adds a note saying so. A draft you ask for is never sent on its own.
